Oh you mean the sort of glowy white around the outside? I just selected everything, then removed the colour and lineart layers from the selection (by holding control and alt and clicking on the layers/groups). then I made a layer above all the others and filled it white and just did a Gaussian blur. then as a little extra bit I got a screen layer where I gently brushed on some blue lol.
